The work deals with the organizational-economic mechanism of the creation and development of scientific and technological parks as habitats for small high-tech firms and innovative enterprises. With the 20 years of experience of development of the Science Park of Lomonosov Moscow State University and the formation of the innovative-technological complex of Moscow State University of Fine Chemical Technologies named after M. V. Lomonosov as examples, the mechanisms for the creation, establishment and development of scientific and technological parks is described. The article analyzes the interaction of science parks with small innovative enterprises being set up in the system of higher education in Russia. A brief analysis of the funding sources for science parks - commercial banks, venture capital funds, and public spending - is given. The work is aimed at professionals in the field of management of scientific and technical progress.

The problem of shock waves propagation in ultra-relativistic media is considered. A system of transport equations for shock waves is obtained on the basis of the non-local relativistic hydrodynamic theory. Numerical solution of these equations is applied for analyzing the structure of the transition layer using different boundary conditions.

With reversible consecutive reactions as an example the ability of the reactant and side product recycling to achieve high values of conversion and selectivity is studied. Analytical expressions for conversion and selectivity via recycle flow rate are obtained. The numerical simulation confirms the obtained theoretical results.

The hydrolysis of methylphosphonic acid О-isobutyl-S-2-(N,N-diethylamino)ethylthionic ester was studied by differential scanning calorimetry. It was found that at the equimolecular ratio of the reactants the heat effect of the process changes from 68.0 to 72.3 kJ/mol depending on impurities concentration in the initial product. It was shown that maximum heat flow is observed at 70-80°С, and the degree of decomposition of the initial substance ~57.2 %. The results of the investigations were used for the development of technology for chemical weapons destruction plants in Russian Federation.

The article analyzes methods for the preparation of cymenes based on using petrochemical raw materials: toluene and propylene/isopropanol. It is concluded that at present advanced technologies for the production of individual cymenes are absent, and the heterogeneous catalytic processes require significant improvement.

The influence of empty liposomes composed of cardiolipin (lipid which is a component of the bacterial cytoplasmic membrane and eukaryotic internal mitochondrial membrane) on Escherichia coli topoisomerase I and DNA gyrase (topoisomerase II) in vitro was investigated. Cardiolipin was found to inhibit the reaction of DNA relaxation catalyzed by topoisomerase I and both reactions catalyzed by DNA gyrase, namely DNA relaxation (in the absence of ATP) and DNA supercoiling (in the presence of ATP). On the basis of the results obtained along with the bactericidal action of cardiolipin on Mycobacterium tuberculosis and Escherichia coli earlier found by us we suppose that topoisomerases could be the targets of cardiolipin.

Approaches to sample preparation for estimation of free fatty acids composition by gas chromatography are presented. These fatty acids are included in the total lipid extract of human plasma.

A new way of deblocking of synthetic hexachlorofluorescein-oligodeoxyribonucleotides (HEX-ODN) prevents the modification of the label and the accumulation of difficult to separated by-product. It was shown that this method increases the efficiency of purification HEX-ON and the sensitivity of DNA diagnostics.

The process of rhenium anodic dissolution in methanol in the presence of lithium chloride was investigated. The unique construction of an electrochemical sell, firmware and the experimental technique for the investigation of anodic dissolution of rhenium and other d-elements in the water-free alcohols ROH (R = Me, Et, i-Pr, etc.), enabling to control and maintain constant potential (or current, if required), as well as to control in situ the concentration of the metal against the process duration were developed and introduced into the research process. A possible mechanism, by which rhenium derivatives are formed, was suggested.

A catalytic test-method for the determination of ruthenium based on methyl orange oxidation by potassium periodate at pH =1 on a paper carrier was proposed. The conditions for the indicator reaction performance were optimized. It is possible to determine ruthenium in the range of its concentrations 0.010 ÷ 0.55 µg/ml .The detection limit equals to 0.0035 µg/ml, the relative standard deviation (RSD) is not higher than 0.058. The accuracy of the analysis results was confirmed by the traditional added - found method.

Specific features of the electrochemical etching of single crystal n- and p-type silicon in a non-oxidizing etching reagent (< 12 vol. % of HF) were studied. Pulsation of voltage-time dependence of etching was found. The obtained results are explained by the formation of a loose high-resistance layer of complex fluorides and silicon oxides on the surface of the silicon substrate, as well as by differences in the nature of n- and p-type silicon etching.

Determination of the adsorption characteristics of zinc oxide and shungite with respect to benzene vapor adsorption was carried out by the BET method. The specific surface area was calculated, the curves of pore volumes distribution according to their size were constructed. The possibility of using shungite as an activator of sulfur vulcanization of butadiene-nitrile rubbers was shown.

The influence of the low-viscosity epoxy resin DER-330, the reactive solvent DEG-1, the liquid hardener iso-MTHPA, and temperature on the rheological properties of a chlorine-containing epoxy resin of ECD brand was studied. It was established that introducing modifiers and varying temperature from 40 to 60 ºC enables varying the viscosity of the chlorine-containing epoxy oligomer in a wide range: from 0.1 to 60 Pa∙с.

The paper presents the results of the analysis of rigid PVС compositions with different fillers. As the fillers were used powders of chalk, diatomite, zeolite, and shungite, which differed in dispersity and chemical nature. The melt viscosity of the filled PVC blends and moments on Brabender rotors were analyzed by using Mooney's equation. A conclusion about the thickness of the polymer layers with the lowered mobility on the filler surface was made. The results can be useful for developers of PVC compositions for different purposes.
